Review Policy

The Journal of Information Technology, Cybersecurity, and Artificial Intelligence (JITCAI) is committed to maintaining the highest standards of academic rigor, transparency, and ethical publishing. All submitted manuscripts undergo a rigorous peer review process designed to ensure scientific quality, originality, and relevance to the journal’s scope.

JITCAI adheres to the Principles of Transparency and Best Practice in Scholarly Publishing and follows internationally recognized ethical standards for peer review and editorial decision-making.


1. Peer Review Model

JITCAI employs a Double-Blind Peer Review process, in which:

  • Reviewers do not know the identities of the authors.

  • Authors do not know the identities of the reviewers.

This model ensures impartiality, fairness, and unbiased evaluation of all submitted manuscripts. Peer review decisions are made independently of any financial considerations, including article processing charges (APCs).


2. Manuscript Submission and Initial Screening

Initial Submission

All manuscripts must be submitted through the journal’s online submission system.

Editorial Screening

Upon submission, manuscripts undergo an initial screening by the Editor-in-Chief or designated Associate Editors to assess:

  • Alignment with the journal’s aims and scope

  • Compliance with submission guidelines

  • Basic academic quality and clarity

Manuscripts that do not meet these criteria may be desk-rejected without external peer review.

Plagiarism Check

All submissions are screened using recognized plagiarism detection tools (e.g., Turnitin, iThenticate). Manuscripts showing significant overlap with previously published work may be rejected or returned for clarification.


3. Peer Reviewer Selection

Manuscripts that pass initial screening are sent to a minimum of two independent reviewers with subject-matter expertise relevant to the manuscript.

Reviewers are selected based on:

  • Academic or professional expertise

  • Absence of conflicts of interest

  • Availability to complete the review within the requested timeframe


4. Reviewer Responsibilities

Reviewers play a critical role in ensuring the quality and integrity of published research. Reviewers are expected to:

  • Provide constructive, objective, and professional feedback

  • Assess originality, significance, and contribution to the field

  • Evaluate methodological rigor and validity

  • Review clarity, structure, and coherence

  • Assess the appropriateness of references and ethical considerations

Reviewers recommend one of the following outcomes:

  • Accept

  • Minor Revisions

  • Major Revisions

  • Reject

Confidentiality and Ethics

Reviewers must:

  • Treat all manuscripts as confidential documents

  • Not use unpublished information for personal research

  • Declare any potential conflicts of interest and recuse themselves when necessary


5. Editorial Decision Process

After receiving reviewer reports, the Editor-in-Chief, in consultation with Associate Editors when appropriate, makes the final publication decision based on reviewer recommendations and editorial judgment.

Editorial decisions fall into the following categories:

  • Accept

  • Minor Revisions

  • Major Revisions

  • Reject

Reviewer recommendations are advisory; final authority rests solely with the editorial leadership to ensure editorial independence.


6. Review and Decision Timelines

JITCAI is committed to timely and efficient peer review:

  • Average time to first decision: 6–8 weeks

  • Minor revision period: 2–4 weeks

  • Major revision period: up to 8 weeks

Revised manuscripts may be returned to the original reviewers for further evaluation when necessary.


7. Revision Process

Authors must submit:

  • A revised manuscript

  • A detailed response to reviewer comments explaining how each point was addressed

Failure to adequately address reviewer feedback may result in rejection.


8. Appeals Process

Authors may appeal editorial decisions if they believe the decision was based on factual errors or procedural concerns.

Appeals must be submitted in writing to the Editor-in-Chief with a clear justification. Appeals are reviewed by the editorial board, and the decision following appeal review is final.


9. Reviewer Recognition

JITCAI recognizes the valuable contributions of its reviewers:

  • Reviewers may be acknowledged annually on the journal website, with their consent.

  • Reviewer anonymity is preserved under the double-blind model unless a reviewer explicitly requests disclosure after completion of the review.


10. Publication Frequency

JITCAI publishes twelve (12) issues per year on a monthly publication schedule. Accepted manuscripts are scheduled for publication in the next available issue following successful peer review, final revisions, copyediting, and production formatting.


JITCAI strives to ensure a fair, transparent, ethical, and constructive peer review process. Authors, reviewers, and editors share responsibility for upholding the integrity and quality of scholarly publishing.
